If you operate a commercial motor vehicle in Ontario, the answer is almost certainly yes. The Ministry of Transportation (MTO) requires every CVOR-plated vehicle to display the CVOR certificate number and operator name on both sides. This guide covers everything: who needs CVOR, display requirements, penalties, and where to get compliant lettering.
Quick Answer: Any commercial vehicle with a registered gross weight over 4,500 kg operating in Ontario must display the CVOR certificate number and legal/operating name on both sides. Fines for non-compliance range from $200-$20,000.

What is CVOR?
CVOR stands for Commercial Vehicle Operator's Registration. It is Ontario's system for tracking the safety performance of commercial motor vehicle operators. Administered by the Ministry of Transportation (MTO), the CVOR system:
- Tracks collision records, convictions, inspections, and audit results
- Assigns a safety rating (Satisfactory, Conditional, Unsatisfactory)
- Applies to any operator of commercial vehicles over 4,500 kg registered gross weight
- Is required whether you operate one truck or a fleet of 500
Who Needs a CVOR Certificate?
You need a CVOR certificate if you operate any of the following in Ontario:
- Commercial motor vehicles with a registered gross weight or actual weight over 4,500 kg
- Buses designed to carry 10 or more passengers
- Tow trucks
- Vehicles transporting dangerous goods
Exemptions: Personal-use vehicles under 4,500 kg, certain farm vehicles operating within a defined radius, and government vehicles.
CVOR Display Requirements
Ontario Regulation 413/05 under the Highway Traffic Act sets out the display requirements. Every CVOR-plated commercial vehicle must show:
| Element | Requirement |
|---|---|
| CVOR Number | Displayed on both sides of the power unit |
| Operator Name | Legal name or registered operating name on both sides |
| Legibility | Must be clearly legible and in a contrasting colour |
| Location | On the vehicle doors or cab area (visible from outside) |
| Recommended Size | Minimum 2 inches (5 cm); 3 inches recommended |
USDOT Numbers: Cross-Border Requirements
If your trucks cross into the United States, you also need a USDOT number displayed on both sides. The FMCSA (Federal Motor Carrier Safety Administration) requires:
- USDOT number in letters at least 2 inches (5 cm) high
- Contrasting colour to the vehicle
- Displayed on both sides of the power unit
- Also requires: legal company name, city, and province/state
We produce combined CVOR + USDOT lettering packages so both are applied consistently.
Penalties for Non-Compliance
MTO enforcement takes CVOR violations seriously. Penalties include:
- $200-$20,000 fines per offence under the Highway Traffic Act
- Out-of-service orders — your truck gets parked at the roadside until corrected
- CVOR record points — violations affect your safety rating
- Fleet-wide audits — repeat violations trigger MTO facility audits
- CVOR suspension — worst case, your entire fleet is grounded

How to Apply CVOR Lettering
- Clean the surface. Use isopropyl alcohol on the door or cab panel. Remove all dirt, grease, and wax.
- Measure and mark. Use masking tape to create a straight reference line at the desired height.
- Apply with transfer tape. Position the lettering, secure the top edge with tape, peel backing, and squeegee from centre outward.
- Remove transfer tape after 20-30 minutes.
- Inspection-ready immediately — no cure time needed.

Do I need a CVOR number on the side of my truck in Ontario?
Yes. Under Ontario Regulation 413/05 of the Highway Traffic Act, every commercial motor vehicle (CVOR-plated) must display the CVOR certificate number and the legal name or operating name on both sides of the vehicle. The lettering must be clearly legible and in a contrasting colour.
What size do CVOR numbers need to be?
The MTO requires CVOR identification to be clearly legible but does not specify an exact minimum height. Industry standard and MTO enforcement practice expect lettering to be at least 2 inches (5 cm) high. We recommend 3-inch or larger for clear visibility during roadside inspections.
What is a CVOR certificate?
A Commercial Vehicle Operator's Registration (CVOR) certificate is issued by the Ontario Ministry of Transportation (MTO) to any operator of a commercial motor vehicle or fleet. It tracks the safety record of the operator and is required for any vehicle with a registered gross weight over 4,500 kg.
How much does it cost to get CVOR lettering for my truck?
CVOR number and company name lettering starts at $49.99 per side for standard vinyl. Reflective options (DOT-grade) start at $69.99 per side. We include both sides in our packages.
What is the penalty for not displaying CVOR numbers in Ontario?
Operating a CVOR-plated vehicle without proper identification displayed can result in fines of $200-$20,000 under the Highway Traffic Act. Repeat offences can lead to CVOR sanctions including fleet-wide audits, sanctions, or suspension of operating privileges.
Do I need CVOR if I only have one truck?
If your single commercial vehicle has a registered gross weight over 4,500 kg, yes, you need a CVOR. Even owner-operators with one truck must register. The only exemptions are personal-use vehicles under 4,500 kg and certain farm vehicles.
Can I use magnetic signs instead of vinyl for CVOR numbers?
While the regulation requires numbers to be displayed, it does not explicitly prohibit magnetic signs. However, MTO enforcement officers may question removable signage during inspections. Permanent vinyl lettering is strongly recommended for compliance certainty.
