Ontario Brewery & Winery Signage — AGCO, AODA & Fire Code Compliance
Share
Ontario's craft beverage industry is booming — the province is home to over 300 craft breweries and 180 wineries. But with growth comes regulatory complexity. Whether you operate a microbrewery with a taproom, a winery with an event venue, or a cidery with a retail store, your signage must comply with the AGCO, AODA, Ontario Fire Code, and local municipal by-laws. Here's your complete guide for 2026.
AGCO — Liquor Licence Display Requirements
The Alcohol and Gaming Commission of Ontario (AGCO) regulates all alcohol-related activities under the Liquor Licence and Control Act, 2019 (LLCA). Every brewery, winery, and cidery with a licence to sell alcohol must comply with AGCO signage requirements — inspectors conduct both scheduled and unannounced visits.
Licence Display
Under Section 18 of the LLCA, your liquor licence (or manufacturer's licence) must be displayed in a conspicuous place visible to the public. For breweries with taprooms, this typically means near the entrance or at the bar/service counter. The licence must show your establishment name, licence number, licence type, capacity, and any conditions.
Challenge and Refusal Program Signs
AGCO's Challenge and Refusal program requires all licensed establishments to post signs indicating they will ask for identification from anyone who appears under 25 years of age. Acceptable ID types must be listed: Ontario driver's licence, Canadian passport, BYID card, or Secure Certificate of Indian Status.
Responsible Service Signage
The AGCO requires signs promoting responsible alcohol consumption. While the AGCO provides standard materials, you may create custom signs that meet the same messaging requirements. Signs must be posted in areas where alcohol is served and visible to all patrons.
Pregnancy Warning Signs
Following updated AGCO guidance, licensed establishments must now post pregnancy warning signs informing patrons about the risks of alcohol consumption during pregnancy. These must be in a clearly visible location — typically near the bar, ordering counter, or menu display area.
On-brand signage that meets every AGCO requirement. Match your taproom aesthetic while staying fully compliant. Available in wood-grain, chalkboard-style, and modern finishes.

Ontario Fire Code — Tasting Rooms & Event Spaces
Wineries with event venues and breweries with taprooms must meet the Ontario Fire Code (O. Reg. 213/07) requirements for Group A, Division 2 (assembly occupancy) or Group E (mercantile) depending on the primary use. Many brewery/winery venues fall under assembly occupancy if they host events, live music, or have a capacity over 60 persons.
Maximum Occupancy Signs
Any room used for assembly purposes must display its maximum occupancy as determined by the fire marshal or local fire department. This includes tasting rooms, barrel rooms used for events, patios, and retail areas. The sign must be posted near the main entrance to the room and be clearly legible.
Exit Signs & Emergency Lighting
Illuminated EXIT signs must be installed at every egress point from assembly areas. Lettering must be at least 114 mm (4.5") high, internally or externally illuminated, with battery backup for minimum 30 minutes. For wineries in rural locations where power outages are common, photoluminescent exit signs provide an additional safety layer.

Fire Extinguisher & Suppression Signs
Fire extinguisher location signs must be posted above or adjacent to each extinguisher unit. Wineries and breweries with commercial kitchens need additional Type K extinguisher identification signs and hood suppression system signage. Barrel storage areas and production areas where grain dust may accumulate require explosion-rated equipment signs.
Evacuation Plans
Detailed evacuation route maps must be posted at every exit, in event spaces, in production areas, and in staff rooms. Plans must show primary and alternate exits, fire equipment locations, assembly points, and emergency contact numbers.
AODA — Accessible Tasting Experiences
Under the AODA (O. Reg. 191/11), wineries and breweries open to the public must ensure accessible signage throughout their facilities.
Required AODA Signs
- Accessible entrance identification — ISA symbol at all accessible entrances
- Accessible parking — AODA-compliant signs meeting Highway Traffic Act requirements (R. Reg. 581)
- Accessible washrooms — Tactile signs with raised lettering and Braille
- Service counter identification — Where accessible service is available
- Feedback availability — How customers can provide accessibility feedback
- Service animal welcome — Signs indicating service animals are permitted
Wine & Beer Menu Accessibility
While not strictly a "sign," your tasting menu must be available in accessible formats upon request. Consider posting a sign stating: "Accessible menus available — please ask staff." This demonstrates AODA compliance and improves the customer experience.
Tactile, Braille-compatible, and high-contrast signs designed for Ontario's beverage industry. Meet AODA requirements without sacrificing your brand aesthetic.

Food Safety Signage (If Serving Food)
Many Ontario breweries and wineries now serve food, triggering additional requirements under the Health Protection and Promotion Act and Ontario Food Premises Regulation (O. Reg. 493/17):
- Handwashing signs — At every handwashing station in food preparation and service areas
- Food handler certification — Display or have available upon request
- Allergen awareness — "Please inform your server of any allergies" signs
- Health inspection disclosure — DineSafe or equivalent rating sign (municipality-specific)
Municipal By-Law Sign Requirements
Exterior signage for breweries and wineries is regulated at the municipal level. Key considerations for Niagara Region operators:
Niagara-on-the-Lake
Home to many of Ontario's premier wineries, NOTL has specific sign by-laws under By-law 4500-09 governing size, illumination, and placement. Winery directional signs along regional roads require separate permits and must comply with the Region of Niagara sign by-law.
Niagara Falls, St. Catharines & Welland
Each municipality has distinct requirements for commercial signage including maximum sign area calculations (typically based on building frontage), illumination restrictions in residential-adjacent areas, and heritage district special requirements.
Sign Permits
Most Ontario municipalities require a sign permit for exterior signage. Fees range from $100 to $500+ depending on sign type and size. Heritage districts (common in wine country) may require additional design approval from heritage committees.
Production Area Safety Signs
Beyond customer-facing signage, Ontario breweries and wineries need production area signs including:
- Confined space identification — Fermentation tanks, cellars, barrel rooms (O. Reg. 632/05)
- Chemical storage — Cleaning chemicals, sanitizers (WHMIS/GHS)
- Electrical panel identification — Lockout/tagout signs (O. Reg. 851)
- Machine guarding — Warning signs on bottling lines, crushers, grain mills
- Noise hazard areas — Hearing protection required signs where levels exceed 85 dBA
