You can use a combined sign that includes both symbols and text, or separate signs. The key requirement is that both smoking and vaping prohibitions are clearly communicated at every required location.

Does the SFOA apply to cannabis smoking too?

Yes. Since cannabis legalization, the SFOA applies to smoking and vaping cannabis in all the same locations where tobacco smoking is prohibited.
